Fozia Mozaffar is the co-founder and owner of DF Real Estate LLC. She is the main thrust behind the establishment of DF Real Estate LLC. She is a visionary person and holds an electrical engineering degree.
Fozia’s main role is to administer and implement the five-year development plan. Now she is working on diversifying the role of DF Real Estate LLC beyond America.

Carter Hinkle serves as the Vice President for DF Real Estate, LLC, bringing over a decade of dedicated service and expertise to the company. Joining DF in 2013, Carter initially excelled in the role of estimator, demonstrating a keen understanding of project intricacies and cost analysis. In 2022, he seamlessly transitioned into the position of Vice President, where he now spearheads the entire project lifecycle.
With a focus on comprehensive project development, Carter plays a pivotal role from project inceptional and acquisition, lending his insights to design and engineering processes, and overseeing construction phases. His meticulous approach extends to maintaining control over project and company operating costs, ensuring efficiency and fiscal responsibility.
Prior to joining DF Real Estate, Carter accumulated extensive experience as an estimator and construction manager, specializing in Department of Defense (DoD) tenant finish and construction contracts. Over 22 years, he successfully managed and contributed to over 800 projects across federal and military installations in the Midwest and Pacific Northwest. Carter continues to leverage his expertise in estimating for USPS contracts in seven south eastern states, and recently participated in a team of specialists conducting Facility Condition Assessments at sixteen DHS/ICE sites.
Beyond his corporate responsibilities, Carter is dedicated to community service. He provides financial administrative support for two not-for-profit agencies in Austin, TX, focusing on construction improvements and repairs for low-income home owners. Additionally, he plays a crucial role in FEMA disaster recovery teams, generating scopes of work and cost recovery reports for damaged facilities.
